SVN upgrade working copy stops on folders without files #114

Problem exists under Windows:

When trying to upgrade the local working copy from 1.6.x to 1.7.x, and the 
project folder contains somewhere folders that do not contain files, but only 
subfolders (which then might have files again), the upgrade stops with the 
message that it could not find the "...\.svn\text-base".
After that, you have to restart the complete thing again. And I can't upgrade 
subfolders to speed it up because it complains that the upgrade has to start on 
the root folder
