release the package to foxy, galactic and rolling #18

Release the package to ROS-2 repo

main branch will be the development branch using "Rolling" distro. Any updates or changes will be developed or made in Rolling will be later shared with "foxy" and "galactic" branches. This will enable ease of support for all the distros that are / will be available in ROS-2.

Binaries for Foxy will not be released, since some of the new features in various ROS-2 packages are not willing to be back ported. Next LTS Distro will be Humble.
