Elevator speed adjustment based upon encoder change #1

Based upon how much the encoder changes as we are moving the elevator motor up, we may want to adjust power to the motor to maintain constant speed.

Allison -- it looks like your last changes did not get committed. :( I sure hope that they are still on that computer in the cad room -- we need those changes. Any chance you could get in there at some point? You may need to get Mr. Berg's assistance to get the cad teacher to let you in there.
