The Steering Council is a core body composed of a limited amount of permanent and elected members, who are responsible for the vision and general administration of the organization.
Broadly, they exercise authority to decide on issues or topics which is not reserved to any other body. This includes breaking deadlocks on decisions of other bodies, resolving disputes involving other bodies, and generally making decisions where either no process exists to handle those decisions, or those processes have failed to produce a meaningful result.
However, the Council does not impose its authority arbitrarily, nor does it fully supplant the processes of other bodies. Mediation should be sought and guided by the Council before it uses its authority on breaking deadlocks or resolving disputes.
In cases where no other body exists to handle a topic (e.g., matters of finance; official representation; legal matters), the Council may decide to handle the matter directly or delegate to an existing body, or establish a new subordinate body to handle such matters.
