Builds for OSS project aren't working. Move to GitHub Actions

This project was building on Travis CI again and now it's not... I have my own private builds on GitLab infrastructure, mostly due to the TCPDirect licensing restrictions.

But I would welcome any community contribution here, or otherwise I might get to it someday...
