Make NLP Java/jvm container for the wider-community #15

Currently does little:

docker container with scripts to download the various libraries
can switch between JDK8 and GraalVM inside the container
cloned/downloaded artifacts are made available via a shared volume (and not inside the container)
image is split into a base and language specific (atm java) images (available on docker hub: neomatrix369/nlp-java-base & neomatrix369/nlp-java)
some none container-related docs were changed as well

Still, quite a bit to go, but this is a good start.
