Use remote docker cache to speed up builds

Btw @bayandin -- if you intend to rebase-and-merge to close this PR, could you append the PR number to the commit messages before doing so? Makes it easier to keep track of things :)

(ideally we'd automatically enforce this, but it seems complicated so we decided to postpone it for the time being)
