Adds MIT LICENSE to the project

Since we started working on this last year, should it be Copyright (c) 2022 – 2023 Neon Inc.?

And do we need to acknowledge node-postgres/Brian Carlson? The node-postgres LICENSE file makes me think we do, but I'm not 100% sure where we put the acknowledgement.
