Refactoring in neon-compatibility #232

  1. Move the config object in hardhat.config.js lower in code, so that it will be below initialization of variables
    • ADDRESS_FROM
    • ADDRESS_TO
    • PRIVATE_KEY This allow us using Config properties Config.addressFrom, Config.addressTo, Config.privateKey
