ARC: Task tagging for "evaluation" tasks. #41

Problem

If you disable all the training tasks, then none of the tags are task tagging shows any tasks. https://neoneye.github.io/arc/?filter=-training

The task tagging is only for the training tasks.

Solution

Manually tagging of the 400 evaluation tasks.
