Provide dereferenceable URIs #18

Some of the data converted into Linked-Development.org may be given linked-development.org URIs. These should be dereferenceable so that, when looked up, human and machine readable data is returned.

A number of options for referenceable URIs exist, including Pubby, djubby, and Virtuoso’s in built services. We should explore these and decide on the best option for responding to requests on the server.
