Add link to Github discussions and more explicitly direct new users to vi.stackexchange.com

I wonder if it doesn't make sense now to give a link to every resource, while distinguishing clearly between official (Matrix, Discussions) and community (vi.se, Discourse, Reddit) resources? Ideally with a one-sentence blurb on when to pick each.
