Add files for CI & github templates & req* tox* update gitignore

In this PR I'm adding some files to improve the project.

• .travis.yml for Travis CI;
• requirements.txt for easy install all requirements;
• tox.ini for testing supported version;
• update README.md;
• add Dockerfile for future;
• update .gitignore;
• add files for github templates issue, pr, and other.

It is not a very epic commit but in future....
