added catalog with the right metadata

This creates the catalog repo + sets the right metadata to visualise it properly in the UI. before:

• we create the repo as nephio-mgmt but should have been nephio-catalog
• the Mgmt-repo was not properly tagged for visualisation in the UI

this PR solves both of these
