When a new edge cluster is created, detect it and automatically install edge watcher configure them for Nephio by configuring watcher agent via custom resource.

Document the design and functionality. Unit test coverage

If someone puts the package for edge watcher in the workload cluster repo, then this should be installed via configsync.
