Original issue body: I was thinking about bulk function upgrades #3309, and thought that could be implemented as a patch of the new version. We always re-run the pipeline after mutations, so that part would come "for free".
This made me also think about other changes I might want to make to packages en masse, such as security remediation.
So I think basically this boils down to bulk function execution.
