We need an automated framework to guarantee that pr authors do think about documentation.

Documenthor is an extension to Prow to implement this framework. This is demo repo for Documenthor.

This issue should be closed only if the following conditions met:

Documenthor is open sourced
Documenthor is integrated to the Nephio Prow instance
Pr template with the needed explanation is created
