[ims] Implement ClusterRequest CRD status monitoring in o2ims controller #758
Implement status monitoring for the ClusterRequest CRD by checking the resources' status created by the underlying PackageVariant identified by the clusterTemplateRef field.
Reporting should say whether the cluster deployment has started, is in progress, is successful, or failed, along with the reasons in failure scenarios.
