[focom] Create kpt package for cluster creation request #765
Definition of a FOCOM side KPT example package with the FOCOM ClusterRequest CRD included. In the detailed spec we had also defined that the FOCOM side template should contain a "ClusterTemplateProperties" CR as well, with the metadata information describing the cluster as well as input data schema. But I think that we can wait with the ClusterTemplateProperties CR for now and first see how O-RAN will handle instance specific input.
