The netboot.xyz project allows you to PXE boot into a a menu to select an OS to install. Given that there are going to be countless different ISOs that users rely on, this may be a good intermediate solution.

This is now supported by choosing the "Other" option when selecting a distribution:

Users will need to manually configure the IP address and set a DNS server like 8.8.8.8 or 1.1.1.1.
