Move to public Docker Hub registry #8

Rather than recommend the Neptune Networks private registry in the README, let's migrate this image over to Docker Hub.

In the mean time I've moved this repository over to GitHub Packages in 5e1616a46f82af427c328bb74208d471c72040ba. Unfortunately that requires authentication which is not suitable for this project.

Still working on setting this up on Docker Hub.
