Add ESTOFS to portal #17

We mentioned NOAA's UGRID forecast model ESTOFS here (https://github.com/neracoos-open/NFWF/issues/7) but it would be great to get ESTOFS data in the portal.

The data is served here: http://coastalmodeldev.data.noaa.gov/thredds/dodsC/aggregAtlanticESTOFS.html
