Obtain a support exception from Red Hat for use of unsupported Ceph version in NESE #234

NESE is running a non-Red Hat version of Ceph. This complicates support requests around ODF because any problems that implicate the Ceph cluster result in our support requests getting rejected because the Ceph cluster is running unsupported software.

We can either upgrade NESE Ceph to a supported version (unlikely) or we can get an exception from Red Hat for our unsupported version of Ceph.

Let's request a support exception from Red Hat and see what they say.
