Review ACM 2.9 upgrade #294

RHACM 2.9 - Adjust RHACM hub capacity directly & hosted control planes GA. Should work better on multiple clusters.

@dystewart do you have what you need for reviewing the 2.9 ACM upgrade? Please also add an estimate for this review.

@joachimweyl I do have what I need for this, aside from time. I will make an effort to start looking at this in the test by the end of this script. Testing shouldn't take all that long if all goes smoothly

There is an ACM related alert firing in the infra cluster which I'd like to track down before pushing the upgrade ACMRemoteWriteError: 

There are errors when sending requests to remote write endpoint: thanos-receiver

The alert from the message above has not resurfaced following the NERC maintenance cycle. I took a look at the 2.9 release notes and I feel comfortable moving forward with the update

@dystewart based on your comment it sounds like this issue can be closed, if so please do so. Will we need a new issue to do the upgrade?
