Need to enable RHODS to all existing OpenShift Project/ Namespace by adding two required labels if they don't exist. #367

We need to verify if existing OpenShift namespace has label or not:

    modelmesh-enabled: "true"
    opendatahub.io/dashboard: "true"

If not we need to add these two lable metadata for each namespace to enable RHODS or OpenShift AI.

@Milstein is this required by the 18th for the beginning of Orran's Course?

@joachimweyl @dystewart is right! This is not required by then but this is very helpful to set for all previously approved NERC-OCP (OpenShift) resource allocations.

@dystewart please create a follow up issue to ensure we add these labels to all future namespaces
