Create Procedure for Update Change Freeze Dates for NERC servers

Motivation

There are times when we need to make sure that no changes are made to the NERC servers. This is to ensure we have a fully functional Server for specific events. For example the MOC Alliance Workshop, we should not make any updates to NERC OpenShift or OpenStack for at least 2 days prior to the event.

Completion Criteria

A document is created and posted that details what steps we will take to ensure there is a way to set date ranges when there are no updates made to NERC servers.
