Openstack DHCP overlaps ip address used by nerc-bootstrap server #448

A dhcp_exclude paremater in undercloud.conf would protect 10.255.0.30 IP from being allocated during nova test boots and so avoiding an address confict. 1

According to RH docs, undercloud config can refershed by running 2 openstack undercloud install

Credit to @StHeck for identifying these config options. We need to asses any additional risks and concerns for doing so, and plan to apply this change if possible.

Nice find @StHeck! I wonder if we could just adjust the dhcp and inspection ranges altogether and refresh? Might be worth backing up the undercloud and giving it a shot.
