MOU created for classes as a service

Description

[ ] Draft MOU
- [ ] SLA 9-5 Weekdays
- [ ] define how to deal with political expectations (department chair expecting a fix at 2am)
- [ ] confirm we can meet staffing requirements
  - [ ] help desk
  - [ ] course-specific help
  - [ ] TA & Proffs have some type of ticketing system
[ ] Review MOU
[ ] Sign-off MOU
