Update Resource Request Email Response to include a link to GPU pricing when GPU requested

Motivation

Help reduce the amount of users that will start using GPUs and not process how quickly they can add up when compared to CPU usage.

Completion Criteria

Added information to the Automated Resource Request email that includes a quick reminder that GPU SUs cost a lot more than CPU SUs and it is important to review the prices for the different GPUs (maybe with a link to current prices) and that they should be prepared for a large increase in monthly costs if they start to use more GPU SUs.
