Motivation

Clients would like the ability to prepay for NERC usage.

Completion Criteria

Come up with the rules for how this prepaid feature would work.

Description

[ ] Confirm with stakeholders that the rules are correct for the first version of the Prepaid Invoicing
[ ] Create an Issue based on the finalized rules for Prepaid Invoicing
