Manually add a prepaid row to the MGHPCC invoice for HU Prepaid Group

Motivation

Our automated Prepaid coding is not in place yet. we need to ensure we process a prepaid request manually for now.

Description

• [ ] Gather desired Prepaid Group Name & Contact Email from @syockel
  • [x] wguan@cga.harvard.edu
  • [ ] Harvard CGA
• [ ] Add a new row to the MGHPCC CSV according to rules in the Prepaid Development Documentation
• [ ] For next month we will need to gather project names that are associated with this Prepaid Group and add them to this issue so that we can then eventually add them to the Prepaid Group Projects table, and so we can manually track them until then.
• [ ] Each month until we have the scripting in place we will also need to track how much these projects spend so we can display how much is left
