Allow PIs to set a desired value at which their projects stop using resources. For example, I want to make sure my project uses less than $10,000 every month. I go in and set the value to $10,000. When my project uses that much, automatically all my resource access is halted.

We have a tool that allows PIs to set a max spending value and recourses halt once that value is reached.

[ ] Decide where best to allow PI to add value (ColdFront?)
[ ] Decide what is the best way to halt resource usage wile maintaining something the PI can pick back up the next month.
[ ] Create a new issue for the development of what is decided
