Manual Invoicing for RHELAI GPU usage

Motivation

There is a RHELAI project that is using 4 GPU Nodes. They will be using them for around 1 month. As our Invoicing currently is managed via OpenShift & OpenStack we will not be able to use the automated invoicing script to account for this. We also need to make sure that we pay Lenovo for the time their 16 GPUs are being used.

Completion Criteria

Manual Invoice created for all the time that the nodes are used.

Description

[x] Decide when usage begins, is it when they are removed and added back to Production? - Yes
[x] Do we want this bill to go through MGHPCC or directly through @neclinton - Not MGHPCC
[x] Create manual bill based on 16 * 2.078/hr = $33.248/hr

[ ] Add row to the Lenovo invoice so that they receive their cut

@naved001 do we know when GPUs are used on ESI or once we hand them off are they just ready for use and we no longer track them?

If we are going with time not in production, as decided, the bill for June will be: $2.078/hr 16 units 30 days 24 hrs/day = $23,938.56 Lenovo Invoice will be: 30 days 24 hrs/day 16 units $1/hr = $11,520
