NERC Infra up to date with a currently supported version of OpenShift.

Completion Criteria

OpenShift upgraded to 4.15 and tested.

Here is the suggested upgrade path for nerc-ocp-infra, to catch up to the tested version of OCP we've been working with in nerc-ocp-test.

Upgrade path is: 4.13.13 -> 4.13.24 -> 4.14.23 -> 4.15.11

Will get this upgrade kicked off ASAP
