Configure NERC TORS switches in MOCA with new Core Switches #632

This will happen during the scheduled downtime.

  1. Get existing configuration on each switch
  2. Each switch needs to be factory reset
  3. New fiber needs to be pulled to the core switches (Can be done before downtime day and left dangling)
  4. Switches should be configured with ansible-switches
