Upgrade nerc-ocp-obs Cluster to Match Managing Infra Cluster Version

Motivation

The OBS cluster (nerc-ocp-obs) currently operates on OpenShift 4.14.5, while the managing infra cluster (nerc-ocp-infra) is on OpenShift 4.15.16. To maintain consistency across our infrastructure, it is necessary to upgrade the OBS cluster to match the infra cluster's version.

Completion Criteria

The OBS cluster (nerc-ocp-obs) is successfully upgraded to OpenShift 4.15.16, following the recommended upgrade path.
