observability alertmanager URLs posted to slack always redirect to old multicloud home page #72

The alertmanager slack notifications currently link to https://multicloud-console.apps.nerc-ocp-infra.rc.fas.harvard.edu/grafana/explore?[...] which always redirects to https://multicloud-console.apps.nerc-ocp-infra.rc.fas.harvard.edu/multicloud/home/welcome for all URLs.

The base URL for those URLs in vault need to change since we upgraded observability to https://grafana-open-cluster-management-observability.apps.nerc-ocp-infra.rc.fas.harvard.edu/ instead of: https://multicloud-console.apps.nerc-ocp-infra.rc.fas.harvard.edu/grafana

Thanks @chrisstafford for the fix. Updated vault with this change.
