Motivation

allow users to set their own billing quota

Completion Criteria

PIs are able to set a quota and have multiple things happen, alert when close to quota, disable at quota.

@msdisme After discussing with the engineers we realized

  1. We will not be able to disable access until we have the rules and automation for disabling a project's access
  2. There is currently no clean way to track % of prepaid as users can add more whenever they want
  3. For these 2 reasons engineers suggested a phase 1 option that is a variable in ColdFront that a user can set and if they reach that amount of usage in 1 month they receive an email to the PI and the managers
