ODF upgrade for OBS cluster #785

To stay aligned with the OCP / ODF version, I suggest upgrading the OBS ODF operator to 4.15 too.

Please check the prod cluster to see if it is out of date as well.

You can see this warning here in the obs cluster.

This issue is not affecting the prod or infra cluster, it's just a configuration here.
