Upgrade RHOAI in nerc-ocp-test cluster to most recent release #806

Motivation

We are running v2.8.2 in nerc-ocp-test & teams like iLab are looking to test workloads that require kubeflow sdk is v2, and current nerc-ocp-test rhoai only supports kubeflow v1

Completion Criteria

RHOAI operator upgraded to most recent stable release
