Make sure every command has the help text set up as explained in the wiki

Develop changelog:

Bot will now reply to user when the eight_ball command has been called.
Poll now has a limit of 20 options instead of 9.
Added percy-command
Added recipes-command.
Made the bot friendly during the weekend.
Changed church-command. Will see you at the church. 4pm sharp!
Fixed membercount inconsistency with the automatic membercounts
Added tests for the code
Added a moderator command
Filtering subscriber list for users that have left the server
Added pets feature
