Add attribute to set "User restriction" as per software-entities #8

It would be nice to be able to define rez applauncher defs with user restrictions, so that one version of a dcc can be released on the project to all artists, and then another might be available to a select few for testing. I assume this would need to be an update to this app? or is it actually a feature we need to request SG to implement on tk-multi-launchapp? (after thinking about it, it's probably the latter).

Hmm, I feel like maybe "user restrictions" should be raised to Shotgun Software instead.

I would like to see this too and in tk-multi-launchapp v0.11.2 software_entity_launcher.py, they do already have the logic to do user/group restrictions for software entities, but funnily enough never exposed for use in the tk-multi-launchapp configurations

Maybe there is already a ticket somewhere but if not, might be best to create a new PR to the official tk-multi-launchapp repo
