[New Content]: Planner support identifier #12

New Content Proposal: A system to show what planners support the set of features a PDDL problem requires. This system would allow some kind of search mechanism across all the planners documented in this reference guide, allowing a PDDL user to identify what planner supports the requirements of their plan.

Section: Reference PDDL+Planners

Justification: It is important that users can easily identify planners which support the features they need.
