Arabic keyboard is not working on firmware 3.0

What steps will reproduce the problem?
1. The 5 raws Arabic keyboard is not working although it installs fine!
2. Tried to restart several times, and to fix permissions but it did not work.
3. I tried to clear the layout cashe but nothing worked.

What is the expected output? What do you see instead?
Keyboard does not work.

What version of the product are you using? On what operating system
(iPhone/iPod Touch? Firmware version?)?
iPhone 2G version 3.0
