5 line qwerty doesn't work

What steps will reproduce the problem?
1.I installed 5 L qwerty and chose nod for top row. 
2.I've brought up keyboard in mail, notes & safari. 
3. It always looks like Apple's default. 

What is the expected output? What do you see instead?
I want to see numbers in top row. 

What version of the product are you using? On what operating system
(iPhone/iPod Touch? Firmware version?)?
3.0. 16 gb 3GS
