This PR includes caching for the python dependencies of the project Also includes two trees I used to test

I experimented with caching texlive-latex-extra but due to the size of the package and no easy github action support for apt-get packages it does not improve the efficiency of the Action, only complexity. So only pip packages are cached, I estimate it saves around 30 seconds.
