[ ] Implement Reopen option if skill map result status is Submitted
[ ] On Reopen, update skill map result status to Ongoing
[ ] On Skill Map Form of the reopened skill map result, status should be Ongoing and current skills and rating should retain data from recent submitted form (before reopen action)

Issue found:

Reopen modal confirmation, title display is "Reopen SkillMap" Expected: I should be "Reopen Skill Map"

Hello @jatnerubia, as per discussed earlier during DSU the recent submitted will retain after reopen the Skill Map form

Sample scenario:

Canedo, Clarice user submitted and already Closed the form:
- With skills (AWS Beginner and Angular Intermediate)
- Previous rating (AWS beginner and Angular Beginner)

Expected: After reopened the form, data should be retained.
