Skill Map Graph issue #1127

[x] Should display data on graph
[x] Instead of showing id on tooltip for the rating, it should show name/label instead (refer to screenshot - My Skill Map)
[x] Adjust size of graph on My Skill Map screen, at least size should be 80% of the screen
[x] Adjust size of graph on Skill Map Result screen (on click of a record), at least size should be 80% of the screen

Issue on graph occurs when reopened and submitted skill map form again.

Pre-condition

Create at least 1 skill map admin

Steps:

Open skill map form and submit {AWS and Angular}
In Admin, reopen the skill map
Go back to skill map form, add another skill {.Net and Android Room}
Go to My Skill Map screen

Note: I forgot to indicate the step that should be inserted after no. 3 "Delete skills {AWS and Angular}, submit"

Actual: On the graph, all skills added including the previous skill added are also displayed {AWS, Angular, .Net and Android Room}

New intermittent issue found: No Rating displayed after reopened then update new data.

Pre-condition

Create at least 1 skill map admin Steps:

Open skill map form and submit {AWS and Angular}
In Admin, reopen the skill map
Go back to skill map form, Delete skills {AWS and Angular}
Add another skill {.Net and Android Room}
Go to My Skill Map screen
Try to refresh until the issue replicated
