Skill Map Form - CLOSED and NO RESULT form issue

Issue: Skill map form with CLOSED or NO RESULT status is not clickable. Note: Skill map admin status is closed.

Expected:

• Skill map form with CLOSED - it should be clickable and user can view the submitted skills
• Skill map form with NO RESULT - it should be disabled and not clickable. When user clicks the form, it should show a message.

Not OK in Beta Issue 1: Skill map form with CLOSED - on view form screen, submitted skills is not displayed. Issue 2: Skill map form with NO RESULT - able to open the form and no message shown.
