Draft Evaluation - Empty screen during evaluator selection

Pre-condition:

• Open 2 different browsers and login those 2 admin users.

Steps:

1. Login other's admin user (ccanedo@nerubia.com)
2. Go to Evaluation Admin and create new evaluation
3. Cancel the evaluation creation (Actual: Should auto create as Draft Evaluation)
4. Login your own admin account
5. Go to Evaluation and Open the recent created draft evaluation from other's admin user
6. Click add link for add evaluees
7. Proceed until Select Evaluator screen reached

Actual: No Evaluees displayed
